Furtive Chase and Mindbreaker: solving non-existent problems
So... Lets talk about perks. You could say there are a few different kind of perks. Meta Perks, that are very powerfull and applicable in allmost every game. Thoses would be your Ruin, your BBQ, Pop Goes the Weasel, Enduring, etc...
Then you would have specialist perks that are not universally helpfull but good on some select killers or for some particular build. Like Monitor & Abuse, Make Your Choice, Thanatophobia, etc...
Then you have non-meta perks that do something that is just not generally usefull or designed to fight some uncommon strategy that you can't justify taking every game. Mad Grit will destroy body blocking, but its not something you risk encountering every game for instance. This kind of perk is effective but too narrow in application.
Lastly there are weak perks, that attempt to do something usefull but fail because the numbers are too low, they have too many restrictions on them, are just a worse version of another better perk or are just too unreliable. But thoses could become decent with some tweaks and buffs.
And then we come to the point of this discussion, Furtive Chase and Mindbreaker. Thoses 2 don't even fit in the last category because I don't even see the rare issue they are supposed to solve.
How often do you say to yourself "Boy I sure wish I had a smaller Terror Radius, but only while chasing survivors ?" or "If only there was a perk to prevent survivors from sprint bursting away from generators ?" I'm assuming never. But on top of doing something nobody ever asked for, they also have ridiculous restrictions. Mindbreaker only affect generators under 50% completion for some baffling reason and only last for 3 seconds, but its Furtive Chase who really takes the cake here. Its a token based perk that require multiple hooks on the Obsession to grant its full useless benefit and that get disabled if the Obsession dies.
So what the hell happened during the design process that we ended up with such perks ? Have you ever seen any killer out there using Furtive Chase for the reduced TR in chase and did you even notice it before the end screen ? Does any survivor care at all when you see that you become exhausted while touching a fresh gen ? Do you even notice ? Do thoses 3 seconds make any difference or do you just push the gen to 50%+ without even worrying about it ?
Can some Devs enlighten us as to what were the big ideas behind thoses perks ? What where they meant to be used for ? Why give them such heavy restrictions to the point of uselesness? Both perks have an interesting design, being a passive debuff affecting all generators and an Obsession switcheroo perk, but their actual effects seem complelty pointless.

I like the concept of mindbreaker, but the duration is pathetic and the fact that it only works on the start of the gen is awful.
Furtive Chase, I will never understand. I don't get what the point of it is, I don't get why you'd ever want to run it. Most importantly, I don't get how it got through the PTB and then 3 more months without even discussion about how garbage it is and that it needs changing severely.

Mindbreaker is mainly a counter to the UE around gen/Sprint Burst away from gen tactic.
Furtive Chase has more potential in the fact it's the only killer perk that switches the obsession. A smaller TR in chase doesn't hurt either.

I like the concept of Furtive Chase, especially for Ghostface, as it would allow him a way to keep some kind of stealth going in a chase... but yeah, those requirements.

Both perks are really bad, because they can't do what they are supposed to do. "Furtive Chase" should be a reversed M&A to get any use out of it. "Mindbreaker" should give survivors exhaustion for the amount of time they worked on a gen. Both perks would be useful and balanced.
Why not like this BHVR?

I personally like Furtive Chase. I can easily get all 4 Remember Me stacks with it, and the other part of it helps as well. In case you didn't know, you can make certain killers have 0TR with Furtive Chase in combination with other things. I'm not gonna say it's the best, but it's pretty fun to run. There's another build I wanna use Furtive Chase for, which is a Myers build. Judith's Journal + Fragrant Tuft of Hair. Sadly, I don't have either add on atm and I'm leveling other characters. Also for some reason I have problems hitting with Myers. I think it's because he's so tall. Megs especially. I miss them all the damn time with Michael.

Mindbreaker sounds great to me for Wraith.
Too bad it has tight restrictions.
But even so, I'd have to depend on them having Sprint Burst, and we're in a Balanced Landing meta currently.

You both realize that Furtive Chase only work in chase, right ?
It does not reduce the Terror Radius unless you are currently in a chase (and have stacks of course). Wich mean the survivors will hear you coming. And you can't combine it with Monitor & Abuse, because M&A increase your TR by 8 meters when you are in a chase. Wich mean you would need 2 stacks of FF to just cancel the increase of M&A and at 4 stack you would only get half of the (useless) effect of FF.
Beside what is the point of reducing your TR in chase ? The survivors hear the chase music and see you. You still have the Red Stain too. So even if you could in theory reduce your heartbeat to 0 in chase (wich I'm pretty sure only Myers can do and only in EW1 or 2), it still would not help much.
And if you could do that from the start of the game maybe it would be an interesting gimmick, but no. You have to hook your obsession 4 times. So in all likelyhood, by the time you get all your useless stacks of FF, the game is probably close to being over if you are not playing against complete potatoes (if the obssesion hasn't DCed or killed itself on the hook).
So once again how is Furtive Chase supposed to help the killer do his job exactly ?

If you have 0 TR in a chase at a jungle gym, they'll never know where you're coming from. Haven't you ever seen Monto's 0TR inside and outside of a chase builds? Generally they include addons that reduce TR as well. Pre-Rework Freddy had one, he could see anyone's aura from anywhere, for example.

If you have 0 TR at a jungle gym in a chase, and the survivor has Object of Obsession (quite common these days, at least for me) they can see you the entire time, making mindgames impossible.

Rarely ever see anyone have OoO on, and from my experience in watching high rank killers, they rarely see OoO as well. Also if you have a problem with OoO so bad, why don't you bring Third Seal or some blindness addons?

Furtive chase's 2nd effect compliments Myers' Judith's journal addon. Thats what they were getting at. Since the person who rescues the obsession, becomes the new obsession, you'll be able to stalk and fill your T3 almost instantly.
Heres an example...
Beyond that, the reduced TR in chase can help if your trying to juggle survivors. You can harass one person, then quickly change targets to down someone else who didnt realize his teammate had company.
Theres more weird ways you can make use of this perk, and I'm willing to show further examples if your interested.

@LordGlint your exemple show a use of the secondary effect of the perk wich is the obsession switch. This does not change the fact that reducing your TR in chase is pointless, wich is the perk main function.

That secondary action is exactly what many people use the perk for. The reduced TR potion is mostly just a bonus, but like I said...CAN be nice for juggling.

When? Where are these people who use sprint burst any more? I would love to meet them because all I get are Imbalanced Landing users and people who get off every time they use Dead Hard.

For some reason I only find them when playing Wraith.
It's very sad. When I play Spirit or Billy or whatever everyone is using Dead Hard.

I can see the concept of Mindbreaker. It may have a niche use on stealth Killers like Wraith and Pig who have issues with Sprint Burst. It just wasn't applied correctly.

@LordGlint It can be nice for juggling IF you happen to get multiple obsession hooks to get it working, IF you play a killer who allready has a small TR to begin with and IF the survivors are kind enough to run into eah other during chases. Its. Not. Worth. It. Not for its supposed main function. And the whole obsession switching shenanigans are just too niche to be considered seriously.
As for Mindbreaker, it could be... Something if it didn't stop, working at 50% completion. Its a very niche perk that's supposed to threaten survivors doing gens, that get countered by survivors doing gens. Come on ! I understand that just inflicting exhaustion via gens might be too powerfull but the current conditon defeat the purpose of the perk to begin with.

I did something mean yesterday to someone who had OoO. Mori'd them right off the hook. Something about that perk tilts me immediately once I know they have it

It maybe niche, but thats not really a bad thing IMO. Not every perk has to be "meta". Its ok for a perk to be in a spot where it's useful if you're clever.
I actually did a similar setup as THIS one on my Wraith using MYC. Was constantly swapping obsessions, getting PWYF stacks very quickly and 1 shotting them. As soon as furtive chase came out...I wanted to try this, lol. I leveled ghostface up JUST for furtive chase to put on my Wraith (who doesnt really need a perk reducing his TR I might add, lol).
While not really relevant NOW, I DID get some use out of it on Freddy before his rework for the TR reducing aspect. Pairing furtive chase with the red paintbrush, was able to get my TR to 0 pretty easily, which allowed for great aura reading with OG Freddy's ability. Chased one person abit, and managed a nice yoink on another.

Mind breaker should work if a gen is worked on no matter how much progress it has. As a survivor its very easy to not run for 3 seconds hell you can get that done in a chase.
