Borrowed Time No Longer Works against Freddy!!
Freddy can now tunnel survivors if he so wants to now off the hook if the survivor has borrowed time. With the new oblivious status effect to freddys dream word, if you have borrowed time, and freddy hits the person that gets off the hook they are pulled into the dream world. Since borrowed time works with the killers terror radius and freddys lullaby isn't a terror radius anymore he can chase the person with borrowed time off the hook and they can't stop their borrowed time meter while being chased. Was this intentional devs?!

Freddy was in a good spot after his rework. He didn't need this.
The Oblivious effect also negatively affects him since now some perks are useless on him, such as Unnerving which was useless prior to his rework too, and is no useless again.
This new status is a bad decision. Just nerf OOO we don't need this.

Except if he's camping he can just hit them since if they don't let him he could just pull them off. If Freddy has so much trouble at the end of the game with Adrenaline they could simply make it where if you're in a chase with him for over 10 seconds you automatically get put to sleep or something.

Oblivious only applies when a survivor is asleep, right? So if you are awake, and you unhook someone within Freddy's terror radius using BT, wouldn't it still apply the effect? (In other words, I'm saying that Freddy only disables BT for sleeping rescuers.)

Counterpoint: Borrowed Time didn't need to be incidentally buffed twice. This is just dialing it back for one specific Killer. :P

It's actually better than that. If Freddy hits the survivor going for the unhook they will be put asleep. If the player unhooking has borrowed time, but is asleep then borrowed time will not trigger in the first place. So Freddy counters borrowed time on both ends. Before the unhook and after. And to answer your question, yes it was intentional. Oblivious also has interactions with Diversion, Stake Out and Object of Obsession.

Anyone with 2 brain cells to rub together would gladly give up Coulrophobia and Unnerving Presence shenanigans to counter Borrowed Time. It's not like those are meta perks. While this change is a buff for Freddy it isn't going to have big implications in terms terms of where people will put him in their killer tier lists. I would classify this change as one of those intricate knowledge changes for both sides. If you are a survivor that doesn't keep up on the details of this game and like to use borrowed time then you might be in for a surprise.

I believe BT's effect being applied relies on the unhooker's proximity to the killer. So if the unhooker is awake and in Freddy's terror radius, then the unhooked survivor has the BT effect applied. That is what my common-sense assumption would be, based on the tooltips of both BT and Oblivious. In which case, the OP's assumptions are shaky at best (since Freddy only counters BT for sleeping survivors).
And if that's NOT the case, then the developers really ought to clarify or amend.

Unnerving presence was already a bad idea to put on him since it increases the chance of getting a skill check. Him not equipping that isn't really a loss to him...

While you ARE correct, the effect is 2 fold here. With this new effect, if Freddy hits the unhooked guy and procs the BT, the bleed out of the deepwounds timer will immediately start depleting since that survivor is now asleep, and not in a TR anymore. If you chase em abit, they'll fall to the ground on their own.

How do you figure the majority of players run DS? It's always bizarre to me when people make these statements, because they're always very anecdotal. Looking through recent post-game screenshots of mine, I definitely count more survivors who DON'T bring DS than the ones who do.

From my own experience and watching streamers, it's usually 2-3 DS per game.

High-rank streams do not remotely represent anything that could be called "most" players.

Problem with that is TWO survivors need BT, and it needs communication, which if you're solo is lacking.

If we want to talk about balance and gameplay mechanics, we cannot talk about low ranks. The DS situation at green ranks doesn't differ that much from red ranks.

For context, I am a consistent purple-rank survivor. And while I see DS consistently, it is not remotely lobby-wide. I see multiple BT or Dead Hard users way more often.
I broadly agree that low-ranked play cannot be the balance target for the entire game, but one perk interaction countering another perk interaction (an edge case too, since we're talking about BT application on a single killer) also cannot be the balance target. Shrugging off something with "well, this other perk exists though" is a bad fix.

This is how the old BT used to work. Nobody complained back then that BT was too weak.
Also, killers have to use perk slots all the time to counter game mechanics. Not to counter survivor perks, but to make up for bad game design.
Not that I disagree with you, but the principle of "perk = band aid fix" has been killer's daily bread for years.

BT into DS was a bit much. Now Freddy can just slug the unhooked against hook farmers.

Some other killers have a stealth ability that totally denies Borrowed Time, so we should be fine here.

Those killers, barring Tier 1 Myers, generally cannot use those abilities while camping. Tier 1 Myers though even has a 6M TR, meaning he is denied this possibility as well. Overall, "stealth killers" are denied this as well. A Pig isn't gonna crouch while camping and be able to be accurate enough to hit the unhooked if the survivors play it right, and her ambush has a delay. A GhostFace will be denied his shroud before he gets a chance to use it against BT.
While you say this, BT itself is a perk as a band-aid fix to counter unhealthy "game mechanics", as is DS. That band-aid fix is being removed for Freddy. I'd rather survivors within a chase for 10 seconds be put to sleep automatically rather than this.

Typically good killers expect EVERYONE to have DS, unless proven otherwise. Personally, I slug the unhooked if I can and go after the unhooker. If the unhooked has BT, I rest easy knowing that guy now has to waste time mending+ is now asleep. I'm not gonna waste too much time harassing someone who's probably got an active DS. FOR ME, this change is just gonna increase the amount of ppl slugged rather than just mending. Worse killers than me though are more likely to waste 20 seconds chasing the unhooked target while the other guy gets away, and then PROBABLY eating a DS. This change is more than likely just gonna reinforce bad habits and have that person eating alot of DSes. @NoShinyPony thoughts?

@Atrushan88 Why shouldn't killers be able to use their stealth ability? I often enough see CamPigs in stealth mode, for example.
Also, this is not a camping-only issue. Hook rushing exists. If I am playing Wraith and chasing somebody and this person will lead the chase to the hook while having enough distance to me that I can't hit this person before the unhook, I will cloak to deny BT.

Camping Pigs generally only camp until someone comes nearby, so they can chase the other person. I don't think I've ever seen one actually deny BT, they generally are on someone else's ass the moment they come near.
I mean yeah, hook rushing exists, and is a bad habit as a survivor, but camping is a worse issue than hook rushers imo, and BT while promoting hook rushing, also counters camping, although not really considering it only legitimately works when the exit gates are opened.
Well Wraith is easy to forget, but even with Wraith, if he cloaks, he's preventing himself from attacking the unhooker and the unhooked, who will likely body block as well.

There is still DS. And the timer is still long enough to escape through exit gates if BT procs in end game. And yes, it's an intended change.

I think ppl with poor time management will chase the survivor with a 15 second lifespan more often with this. Personally... a proceed BT is gonna be treated the same way by me. Swat and release.

Sounds about right from my end. I typically always ASSUME theres 4 DSes in play, and will often times check after the game to see how many I avoided eating. 2-3 is about right.

Regularly in red ranks I see 0 or only 1 survivor has DS equipped. And then the amount of times I see DS actually used is pretty low. Often killers slug out of precaution or just don't tunnel.

I’d be pretty upset if bE doesn’t fix this after they reworked a whole Killer because the infamous Moonwalking exploit. People still don’t like to speak their name til this day and hope they get removed.

No, it definitely states "within their terror radius". And since in dream world, freddy doesnt have one, just a lullaby (which they have said does not count, as oblivious exists), borrowed time wont go off. At any range.

Unnerving Presence is useless by its own, the only good terror radius based perk for killers is Infectious Fright and Freddy didn't benefit from this perk as much as other killers already.

Leatherface and the Cannibal can easily prevent any use of DH so idk why this would be so scandalous. Also, Myers completly prevent any use of all sensory/aura reading perks.

I don't play freddy, but holy moly this is the bees knees. I love this. I hate borrowed time so much. It's still a mystery to me why survivors are allowed to receive borrowed time more than once.
