Changing Noed
I think that survivors and killers would both benefit from this noed change.
Noed will no longer be a hex perk. It will give huge buffs to the killer if the gens have been completed in 5 minutes(or something like that) and will still make survivors exposed, greatly increase the killers movement speed and instantly break half of the remaining pallets on the map no matter what position they are in. Noed will still activate after the gens are completed no matter the time it takes but u will get only a small movement boost if they complete the gens past the time limit.
This change will encourage survivors too slow down on gens and complete other objectives and not have the survivors worrying about noed since it can be easily countered.

If everybody ran Small Game it wouldn't be a problem, and suddenly Small Game would be S tier.

Could OP first establish why they think NOED needs to be changed? There is plenty of counter-play with cleansing the totems during the game. And even when it goes off, the survivors can search and find it before attempting rescue. Can you clarify the perceived problem?

Your new need sounds stupid op.. its balanced right now.. it's always a gamble and even if all the totems aren't cleansed before last gen it can usually be found...

This isn’t about NOED being too strong it’s just that lot of survivors complain about it and can sometimes be unexpected so this could maybe slow down the gen rush as well as pleasing some survivors.

Noed doesn't need any fixing. The amount of time it activate slim down as you increase in rank.

...this is way too much. Way overboard--would destroy the game and completely imbalance it in favor of killers as every single killer would aim to unlock and use this perk. There are many issues w/ your proposed changes.
It's not a solution to slowing the game down nor was Hex: NOED ever intended to. It is a last ditch attempt, a safety measure, to give killers a chance for 1-2 hooks at the end of the game. It's possible, but I've never gotten a 4k from NOED. At best, I knocked 4 down, 2-3 crawled away to escape.

Punishing survivors for doing their main objective efficiently should never be an option. How would you feel if you were doing really well in the game and got penalised for hooking within a certain time limit? Not to mention that NOED is fine, those who refuse to do totems and still complain about the perk only have themselves to blame.

Agreed. A big part of this game is in the depth of it's simplicity. If you don't, whether because you don't feel you should or don't care to or even don't wish to, learn about the game, for it is a game...then there will always be things that seem unfair. Hex: NOED isn't one of them. There are 5 totems--destroy them when able or become immersed and sneak out.
Or, you know, work with the other survivors fighting for the life and a way to escape.

Because a killer doesn't have time to do a side objectives.
Hello the fact that Killers like Trapper have to waste time finding their traps and setting them up wastes a lot of time which lowers his overall effectiveness
