From a Nurse main, she isn't dead.
The add on changes are a big thumbs up from me. Half of them aren't garbage anymore but I play 90% of my matches with no add ons anyways, sometimes a nit comb and watch. (Rip comb) anyways.
Most of the time when you are playing Nurse, you will use 2 blinks to get to a survivor, and they will run, and you may try to blink again. However, if you lose Line of Sight, you need to walk around for a bit as prediction can get you heavily punished if you fail. So you may try and walk around the corner or something.
On top of that, every 3 seconds a charge is replenished. After 2 blinks, you will be stunned 2.5 sec and recover the next .5 sec later so ~3.5 sec to reuse both. It isn't the worst, but I think Nurse didn't deserve a base kit nerf anyways.
Although, Nurse DEFINITELY needs a MS increase to at least 4.2 m/s now to compensate.

As you say, you were able to play Nurse without add-ons until now. She will now become an add-on dependent killer.

You are right about that... Billy is the only killer not add on dependent. (Trust me, spirit mostly is. Never see spirits without them)

When a killer becomes decent only due to their addons it's a problem.

You're assuming the 3 second delay occurs during fatigue and not after. An optimistic assumption. Why go through the task of making a separate cool down when extending the fatigue time would work the same.

It was stated in the patch notes that recovery of your blinks starts at the beginning of the fatigue. Read them again.

you still get 3.5 seconds after the fatigue for the second blink to be ready, even with the best addons it seems you still get 2 seconds of cooldown as opposed to base current nurse.
Thats a big nerf because you are left with a weaker version of base nurse add on dependent, that's an issue

The people who think this is okay. The problem is her BASE power is bad. What survivor can't already see how to abuse this and make a mockery of the once strongest killer. This is the only killer where one can be on equal grounds with a survivor SWF.

I personally think it's fantastic that survivors have a bit more counterplay against Nurse in general. The nerf to Nurses base kit sounds fine to me personally.
Maybe her having 4.1 M/S would be fine, but not more than that in my opinon. If she is faster than survivors than it's harder for them to break LOS anyways. Which is the one counter survivors have against Nurse, which is why that counter is getting buffed a bit.

Isn't kind of backwards to say these changes are fine, but then say she needs a fairly substantial speed boost to compensate for them?
It isn't just her chase power that takes a hit, her map pressure gets significantly worse as well. What's the point of teleporting to gens if you can't immediately go after the Survivors who run away from your 32m TR? I kind of think she needs 28m TR and the increased movement speed to make up for this.

I am as well! I'm not even playing her but I know how important it is to have her at the high ranks with multiple toolboxes and insta-heals.
I hope the devs reconsider these changes.

Peanits basically confirmed that the 6 seconds recharge starts before the fatigue so you will wait like 3 seconds to use 2 blinks.

If they also gave her that movespeed increase then yeah she might be alright. However, that remains to be seen. I think without the movespeed increase she is looking very rough right now. Either way she doesn't look like the top tier killer anymore.

I don't know about your high-rank matches but those of most players don't consist of Spinechill and brown medkits.
If Nurse is gone, what can a killer still do against these groups? Dodge the lobby?

You can ask the devs to get rid of purple toolboxes and the ability to insta heal a downed survivor. I hardly see these at red rank end screen lobbies anyways. It's usually like one dwight, but I know there are SWF who abuse this.
Let's not justify one evil because of another evil, and instead ask the devs to remove those items. There are people with hundreds of them they don't even use. There are some people out there who arent scumbags.
Plenty of people were running into Nurse all the while survivors had no items. I know because it happened to me a lot.

I’d hope for an increase to like 4.1 or 4.05 because then she wouldn’t be easily faster but fast enough that running in a straight line would bully you, because you have to remember she can completely ignore pallets and windows

Why should I have to suffer on a killer because I got a death squad? At least with Nurse I had a chance to fight back. Now when you get a good team it's just gonna be look in the corner for 3 minutes.

Base Nurse was SS tier for years. Survivors have been brought down several pegs. The idea people are enraged about this Killer getting dropped down a peg or two herself is hilarious. You can't have a Killer SS tier when Survivors were at their strongest point be the same power level when Survivors have been brought down to their weakest point they have been at.

SWF is not a problem for me at most M1 killers and at any ranks. Just need to know what pressure is. Balance, according to the devs - 2 kills. A killer that destroys much more than this value is clearly not balanced.

Almost every Billy spam with charge time add-ons in red ranks. The ones that don't won't get any chainsaw unless the survivors messed up badly.

Torn Bookmark looks strange, 3 blink in exchange for the inability to teleport through the walls is too high a price, it seems to me few people want to pay it. Maybe better remove the debuff in this addon, or increase base speed moving.
Spasmodic Breath also look not so good. It’s unlikely that anyone will want to be a walking killer without power for 60 seconds. This may work only once from the effect of surprise.

I feel like now that she won't be disgustlingly OP anymore maybe there's room to buff her base MS to 100% (same as running survivors) just as a QoL change. But I don't think it's necessary by any means.
