It's not overpowered. It's hard to activate and you always have the choice to run out before it activates. You can also leave gates at 99%. You can run away from gates and then come back.
It's annoying sure, and very scary if it happens, but that's the point of the perk. To punish you for staying behind.

I usually bail if someone is slugged but not hooked when the doors open.

They have to had touched the gate and you have to had gotten a down. That can be hard if they've gotten to the exit gates.

Even if you were to down three survivors in the exit area, yall still aren't getting hooked. Especially if the 4th is hanging on the close hook to the gate.

You buff it by having it auto block the exit after the doors are powered instead of opened
