Getting all the goo vials in the 10 days of the event will be nearly impossible for casual players.
This is a quote from the archives news bit on how they chose the amount of levels vs the game time. Basically, players on average play 1 hour every day, and for 70 levels they give 70 days so an average player can get every level on the rift.
However, this picture shows that the last level of vial goo is found on level 47.

The Withering Blight event runs from October 22nd - November 1st. Act fast, the Pustula Plants only appear once a year and when they’re gone, they’re gone.
Now this means that you only have 10 days to get all of these goo vials before they are removed from the rift (unless I am mistaken and they are left in the entire rift and if I am mistaken and it is the latter, some mod can correct me) otherwise you need to get 47 levels of the rift done in 10 days.
Meaning the average player will not be able to get all the vials, heck they won't even be able to get a whole cosmetic outfit. They will only be able to gather 12 vials within the event time. Now the average player might play a bit longer, but if they are restricted because of work/school they are just out of luck.
This brings me back to the original picture and this quote.
We want everything to feel achievable within a reasonable amount of time for all players, to not feel like any reward is unfairly out of reach. We will be gathering all sorts of feedback to ensure The Archives is enjoyable for many updates to come, for all players.
So, they want the archives to feel like everything is within reach, but then they just quadruple that time they found to be reasonable to get the rift items just to get all the vials?
This leads me to a couple theories, either 1 they want people to pay for the cosmetics and not have it be reasonable for the casual player to get the cosmetics they want for free, so they use this to urge them to pay for them. Or 2 they want people to pay for each level of the rift track to get the vials they want. Because say they just need 5 more levels but the event ends tomorrow, they are likely to spend the 5 dollars to finish those levels.
Either way I feel that it is unfair to make it so the average player needs to quadruple their time on the game to get those vials, or make them spend money to get the cosmetics. Every player should have the ability to get all of the vials in a reasonable amount of time, just like the actual rift levels.
Even if they do spend more time in the game, those limited by school/jobs won't be able to get every vial even if they wanted to 4.7 hours out of every day for 10 days is quite some time.
Anyway if you agree see if this can get enough attention so it can be changed before the event, if not, well. I tried.
TL:DR The amount of time to get the vials is much larger than the time the average player plays, so only people with a lot of free time/people willing to lose sleep/spend money will be able to get all the levels in time.
And again if I am wrong and the vials stay in the rift for the full 70 days, someone correct me and basically ignore everything I said.

Thankfully your last sentence is the truth and you'll have however long the rift runs for to acquire the vials, and 14 days after that to spend them.

You're quoting them when they are talking about the battle pass in general. Not the free, limited time rewards that will be added to the free battle pass during the event.
Oh no, they actually want to encourage people to play their game more often especially during a limited time event so queues are shorter for both sides. How dare they.

The Halloween event is basically just a bloodhunt with special hooks and gens. There really isn't anything special about it other than that. Then there will be a regular bloodhunt the following weekend I think.
However, the rift and the vials will remain for the duration of the current Tome so you won't have to worry about missing out on them... but that is unless the challenges and difficulty of unlocking tiers changes for the better...

I need to to double check for sure, but I believe this is the case UNLESS the bloodhunt is actually the halloween event itself.
