I actually like this.
It's underpowered. Crouching or using the flashlight more than once in a 3/4/5 second period should just sacrifice you on the spot.
Survivors: Nothing
Killers *exists
Survivors: click click*10
Killers: this perk
Toxic Survivors: Screaming in purgatory.
So basically you want to force everyone to run an exhaustion/loop build...no. Just get better at finding immersed survivors or use perks designed to help you for that exact situation.
