Will we be able to get the old Halloween cosmetics in this event?

Yes! As far as I'm aware, the event currency earned in the Rift will be spendable on any two Halloween Cosmetics from last year and this year!
They'll also be on sale, and therefore cost less Auric cells to aquire if you choose to spend your event currency on this year's amazing cosmetics!
