What Killer perk is worse?

Mindbreaker is extremely situational and relies on assuming the survivors have exhaustion perks (which they usually do at mid/high ranks). Not the best perk but I could see it screwing up some survivors every now and then, just not that very often.

Monstrous Shrine is flat out garbage, unless you're Basement Bubba.
