Is It A New Update or PTB?
The update with Archives, dedicated servers, hallowed bligjt, etc. is it coming out soon as a PTB or an actual update for all consoles?

No, the Archives update is an actual update on all platforms. It is currently delayed but perhaps getting released next week.
The next PTB will most likely be the PTB in about 5 weeks for the next DLC.

that's the one delayed right now. So as soon as they fix the game breaking bugs, they will get it out to us.

PTB on consoles in the near future is not planned.

It's an actual update on all platforms.
If the devs stick to their schedule, the next PTB will be released on PC in roughly 4-5 weeks. PTBs aren't getting released on consoles.
