The op isn't wrong. Almost everything is not balanced around high-rank gameplay. Yet the Nurse is getting her nerfs with skilled players in mind. We all know that rank-13-Nurses aren't a problem.
It's not consequent. Just balance everything around skilled players.
Adjusting some things with skilled players in mind and other things with mediocre players in mind is not beneficial for game balance.

Why are you adjusting the balance assuming that only the killer is a skilled player?

Assuming killer and survivors are skilled players, Or killer and survivor are assumed to be beginner players, I can understand either. But why only killer is a skilled player, Are survivors adjusting their balances assuming they are beginners?

Actually Almo mentioned that Nurse was too strong at high ranks as per the stats: skilled nurses were decimating skilled survivors, in other words. If they were just looking at unskilled nurse and unskilled survivor, they wouldn't really change anything since that's not where the problem is.

The problem is that killers can be "adjusted" by their different characters.
nerfing the nurse will not affect HB or Spirit, for example. there will still be "good" alternatives if a strong killer gets nerfed.
Survivors are only 1 character. YOU CANNOT buff noob survivors without buffing good survivors, you cannot nerf good survivors without punishing the poor poor potatoes.

That's it. The nerf to nurse was a straightout nerf to her map control and her pressure. Some forum member did the math behind it. She's a lot weaker now, for everybody who's playing her.
