Killer: The Scarecrow
Killer bio: Johnathan Crane was a man of science who after experiencing a great trauma decided that life had no meaning without fear and so he dedicated his life to creating a fear through any-means necessary. after years his methods were perfected through a substance that could be both a gas and inject able serum he called this substance Fear Toxin and it was his most valuable weapon against Gotham's crusader. after years of failing he had finally been put down and as his breath began to fade a voice echoed in his mind and it offered him a deal he could live a life without death and instead of creating fear through illusion he could create true and very real fear but with one condition he had to work for it and he accepted and so a fog rolled in and his corpse disappeared.
Ability, True Fear: You can toss canisters of fear toxin that creates an area of Fear Gas that when survivors walk through they gain the Terrified status effect. you carry 4 canisters and they automatically recharge with each recharge taking 4 seconds.
The Terrified status effect manipulates the survivors perception thus allowing you create chaos. when a survivor is under the Terrified status effect and their within 20 meters of certain objects you can manipulate said objects. these ability's only work when their in you terror radius.
When a survivor under The Terrified status effect is within 20 meters of an un-dropped pallet you see its aura and when you hold the alternate ability button for 2 seconds over its aura you will create a replica of yourself that walks through the pallets space and if said pallet is dropped on the replica it will explode into fear gas.
When a survivor under The Terrified status effect is within 20 meters of a vault or window (not dropped pallets) you see its aura and you can hold the alternate ability button over while aiming at its aura for 2 seconds to block that vault but at the cost of slowing you down by 5% for the time you hold the alternate ability button.
When a survivor under The Terrified status effect is within 20 meters of an uncompleted generator you see its aura and you can hold the alternate ability over its aura for 3 seconds to have the entity block the generator for as long as that survivor is your terror radius and once they leave your terror radius the effect dissipates and the effect cannot work until you trigger it again.
Perks
Perk 1, Hemophobia: The sight of blood spreads a feeling of weakness through them, when you knock a survivor down within 15/20/25 meters of another survivor they suffer from a decreased action speed of 3/4/5% until they leave your terror radius.

Perk 2, Shadows Blessing: The shadows assist you in many ways, survivors in your terror radius who haven't been spotted have 2/4/6% louder breathing and can also startle crows while crouched.

Perk 3, Destructive Fear: Fear creates chaos and you like that, When a survivor is hooked all dropped pallets within 10/15/20 meters of the hooked survivor will break.

Survivor: Jason Todd
Survivor bio: Born into a life of poverty and crime Jason Todd had to learn to think like a criminal and even become one to survive and he did until one day he stole the wheels from the Bat-mobile and when confronted by Batman he fought back and instead of suffering a brutal beat down he was brought into the Bat-mobile and had food bought for him. He was soon adopted by Bruce Wayne and became the new Robin and after a few years of working along side Gothams dark knight he was lured into a trap by the Joker and was killed for his ignorance but his death only lasted a few years as he was resurrected by the supernatural Lazarus Pit and with that resurrection he gained a new anger and began running rampant across Gotham under the identity of the Red Hood and killing criminals but he was stopped by his adoptive father and became a regular vigilante but with extreme methods. after years of being an ally to the heroes of earth he had finally been killed saving Gotham and all its civilians but his refusal to die gained the attention of a dark fog that enveloped his dying body and he vanished.
Perks
Perk 1, Undying: Your refusal to die is astonishing, if your rescued from a hook during the struggle phase then hooked again you will enter the struggle phase again but after being rescued again you will permanently be in the broken state and you cannot trigger this perk again.
"I've died once and i won't do it again"- Jason Todd
Perk 2, Long shot: Its a log shot but it just might work, after rescuing a survivor from a hook any hits they take 60/30/20 seconds after being rescued will be dealt to you.
"Don't worry about me i can take it"- Jason Todd
Perk 3, Hail Fire: Its not a spray of bullets but its close enough, stunning the killer will give you a token with a maximum of 2/3/4 and with every token you see another incomplete generator aura permanently. after getting hit a token will be spent and a generators aura will disappear.
"for someone so imposing your easy to hurt"- Jason Todd

I like the concept, but Scarecrow sounds overpowered, and all the perks are weak, other than undying, which is overpowered.

how exactly are they overpowered? i want to know so i can fix them.

Having an extra hook would make the match so much longer, and put so much extra stress on the killer, especially if everyone ran it. The Scarecrow shouldn't be able to just block gens, and waste pallets, a survivors greatest asset.
