My tier list (as of the mid-chapter patch)
Just as I reminder, I base this tier list on The Killer's raw power alone so no perks or add-ons where factor in. Also just remember this is just my opinion.

Ghostface is good, but not good as Freddy or Hag, But he is a really good killer if you want to be sneaky.

I like your tier list but I'd say that Plague is more stronger than Myers

I don't think we can classify Legion as a killer when he doesn't even have a power himself. So put him lowerer instead.

A tier list without add-ons and especially without perks is irrelevant in my opinion, because nobody plays that way unless they challenge themselves. Without stall perks, you're gonna get rekt in red ranks no matter what killer do you play.

Also have to realise O.P. state’s no perks or add ons, so that means if GF wants a staring competition with a survivor. He’ll most likely lose, meaning his power is only good if you want to tier 1 Micheal grab from a gen.

For those who keep saying it, I completely disagree about Huntress being further. People have this idea that she's better than she is because if you watch some streamers play her, they make her look like an A tier killer. You can even see when the best of the best Huntress' play her, one mistake ends their entire game sometimes.
Reality is she isn't. She's slow, one bad chase and you lose your pressure so quick. She has so many bad maps, and if you snag her Ruin, which a slow killer like her will have, she loses a ton in the start.
She's not really that great at all.

I just really think Trapper should be B tier because with the right user Trapper can't be beat. But of course, it takes the right person.

Check out a guy on YT called FunGoose. He plays killers without addons.
I never needed Ruin for Huntress. Shes an A tier killer because of her pressure and ability. Being a 11 M/S killer has its downsides, but her biggest flaw was removed recently. Huntress or any other balanced killer if they make a mistake are usually able to recover. Huntress is not nearly as weak like your making her out to be.
