Why no PTB for Spirit Changes?

Based on the dev update, you made it sound like youre putting her into the game with the Chapter 14 update. Why isn't there gonna be a PTB? Or is there and you guys just didnt say?

  There will be one. The 3.4.0 update is the next chapter.

  I know that, but I find it strange that they said these changes will be released in the 3.4.0 update and not the 3.4.0 PTB

  That because they don't release changes in PTBs. They are tested in PTBs. Release is when they go live.

  Also, it would be completely backwards of them to say anything about PTB dates before they actually unveil the new chapter's content. Obviously, there's going to be a PTB with these changes on it.
