What defines 'Rarity' for charms?

Why is a charm that's on tier 49 considered common yet a charm on tier 7 uncommon? Same goes for the Pestula flower charm, its a premium one that's considered very rare, yet I've seen them in every single game for survivor and killer.

I'm pretty sure it's defined mainly by how long it took to make or how cool the devs thought it looked.
