Killer listed in order of intelligence
As they exist now – not their former lives. (someone help me out on Demogorgon – Ive never seen ST).
You may be thinking that from the Doctors lore he is really clever but that was before he went mad. Pig and Ghostface are more like normal people you could have a chat with now. Doctor is more a deranged automaton. Hag as well is more animal than human now hence lower on the list.
Wraith on the other hand you can tell he retains some humanity and he always seems inquisitive when he hooks you. Could probably do one side of a Rubiks Cube, maybe two.
Trapper, Legion, Hillbilly – basically normal guys of various intellect
The list: The Nightmare ,Pig, Ghostface, Clown, Wraith, Myers, Legion, Trapper, Huntress, Plague, Doctor, Spirit, Nurse, Hag, Hillbilly, Demogorgon, Leatherface.

Spirit would arguably be the smartest since she was a bright, young student before death. But of course you could argue that Rin is long gone and only her spirit remains. My bet is on Ghostface. It takes a large, sociopathic intellect to be a serial killer and not get caught .

Exactly. That's why Spirit is low on my list because its just a shell that is left bent on vengeance.

Michael Myers was locked up in a sanitarium since he was 6 years old and he still figured out how to drive a car like an expert back to his home town.
Now there is an intelligent guy.

S for Smart:
Doctor: An actual neuroscientist, probably the smartest person in the Entity's realm. Although his brain might possibly be fried, you can't deny his medical knowledge.
Ghostface: An extremely deadly serial killer. Before being taken into the Entity's realm, he was able to kill dozens of people in both Roseville and Philadelphia. It takes some serious planning and strategy to pull this off, not to mention he managed to fool everyone he met, and was never caught or arrested.
Pig: After becoming John Kramer's apprentice, Amanda was seen to have designed dozens of mechanically complex traps. Granted, these were inescapable, but still, it takes some smarts to design stuff as complex as this.
A for Above Average Intelligence:
Clown: Another serial killer who managed to kill without being noticed for the most part. Although he was eventually caught, he also dabbled in chemical mixing, resulting in The Afterpiece Tonic, showing he has some knowledge in chemistry.
Nurse: She became a nurse, meaning she has to have at least some medical knowledge. Granted, I don't think Crotus Prenn was really picky about who they hired, so this might not be true.
Spirit: A prodigious college student who managed to get accepted into a difficult to get into college. Unfortunately her father had a bad day at work.
B for Basic Intelligence:
Freddy: A simple groundskeeper. Although he was able to get away with a few murders/kid diddlings, he was caught much faster than Clown was.
Micheal: Able to fake his death multiple times and figure out how to drive a car by himself. Also good at murdering babysitters/horny teens.
Legion: A group of teens. They were said to be delinquents, meaning they might not be the smartest in their classes.
Trapper: Shown to know how to work Bear Traps and managed his father's mine. The epitome of average.
Wraith: Wraith came from presumably a third world country, meaning he might not have the highest education. He knew how to work the crusher, but that was about it. Still a sad boi.
Oni: Killed farmers because he though it would preserve the samurai spirit. Goes into fits of blind rage over name calling. More of a product of them times as mentioned by @Weck. Kills because he wants to bring his name honor, and saw the only way to do that was kill anyone who was an imposter samurai, or who desecrated his name. Death before Dishonor.
C for Close to Dumb
Plague: A really religious killer. Granted, she is from Babylon, so education wasn't the best back then. She still knows her way around the world.
Hag: From a small village, Hag might not be the smartest or have a good education. Considering she is also a cannibal now, this doesn't help her cause either.
D for Dumb
Huntress: No human contact ever. Basically has the mind of a 5 year old. Only smart when it comes to the forest.
Leatherface: Clearly some form of mental disability. Knows nothing other than to provide for his family. SImilarly to Huntress, Bubba has the mind of a child.
Hillbilly: Trapped in a small room for most of his life, he was basically broken. With no chance to learn, Hillbilly is basically a ball of rage with a chainsaw.
Demogorgon: Demo isn't even human. It's a wild animal. It only knows how to hunt, kill, and eat. Granted, it is really good at what it does, it still has no human brain/intelligence. Still the goodest of bois.

Samurai times were different.
Offending a samurai was basically giving him the "right" to kill you.
Specially if you offend his honor.
"You insult me, I'll take your head as compensation"
Kinda like that.
So him thinking "I am a samurai, they are insulting me by pretending to be a samurai, they must pay with their lives" is more of a product of it's time than he being dumb.

Idk about the smartest one, but Hillbilly's probably the dumbest.
Locked in a room for years, fed through the wall, probably only learned basics & maybe picked up some language by hearing them through the wall sometimes.
Bubba wasn't raised locked away, he might not know a language, but he sure knows how to skin people, prepare them, keep their flesh from expiring, etc.
And i'd put pretty much every other Killer above him, because of more obvious reasons.

Oof, now that you mention it, it does make sense. Forgot about how Japan was basically all about honor back then. Even says in his lore that he had to kill them for desecrating the Yamaoka name.

Are we talking about the killers in their past form or current killer form? If we are talking past form then Rin and Sally should be MUCH higher. Rin was an aspiring college student and Sally was a nurse...trust me I’ve been through nursing courses, you’ve gotta be intelligent to go through all of those years of nursing.
There are different forms of intelligence though. Rin/Sally/Herman were more booksmart. Ghostface/Clown/Amanda are the more cunning type of intelligent.

I think this is pretty spot on, but doesn't the Hag have some sort of knowledge that allows her to place runes? That takes at least sone form of intelligence, right?

Actually it was said about Doctor that he keeps doing his research between trials, so I'd say even if he went nuts he retained his knowledge and intelligence.
Tinkerer's old description suggested he is smarter than he seems.

Considering Plague has demonstrable supernatural abilities, before and in the entity's realm, I'd say her faith has rational foundation, if not entirely well placed. She's not dumb, and often the priest class were the most well educated in a plethora of subjects.

I made my comment while knowing about his Perks.
And I won't blame you for saying that.
But I see that description more as a baby figuring out the square block goes in the square hole.
I mean, kill in creative ways? He smacks and he chainsaws.
And if they mean his Perks with creative ways, then everyone else also has creativity in that way.
He might be smarter than I stated in my original comment, but I find him still lacking the most of all.

Considering that he was able to figure out how chainsaw works and how to maintain it without ability to read , I can't put him to the dumbest category , definitely some kind of a special intelligence

I think the part about "creating impressive tools out of scraps" is more giving. He is able to modify a chainsaw with scraps, you need to have some kind of intelligence for that.
