What about twins in dbd? or brother and sister? sort of hansel and gretel? if they can do it with legion why not two in one for survs? pick between one or the other? and they could have awesomely good perks? what do you all think?

Why not just make two Survivors with 3 perks each like Nancy and Steve and just make them twins in-lore?

could of said about legion why not make 4 killers, because it's something different for survs?

The thing is that they all share the same power, so making two distinct Killers that are mechanically identical wouldn't really make sense. With Survivors, they are mechanically identical outside of their perks, so it is alright to split them apart and give them each their own perk set.
