Snowballing with Dark Devotion.
I just have to say I really like where Dark Devotion is currently, I use it on Myers now to easily finish the game off when I hit tier three. In the build I use The Oni’s Nemesis so I can activate Dark Devotion if I get stunned, Ruin and Thana allowing the hit and run tactics to slow down enough to get to Evil Within 3 once I hit three I stay mindful of where my current obsession is. A lot of the time Nemesis will allow me to drop a chase as tier 3 is hit I become undetectable Tier 3 Myers, slugging usually to finish it once and for all. Thoughts? Is slugging bad if used this way? I’ve also been toying with Rancor/Nemesis/ Dark Devotion builds. Dying light doesn’t seem to synergies like you think it might

Won't lie, I initially didn't like DD but I think I'll give it a second chance. What do you think are the best killers to use it on?

Any stealth killer it’s nuts, Ghostface and Myers but the real trick is using it with Nemesis

Nemesis doesn't activate Dark Devotion. You need a hit to activate Dark Devotion. Nemesis is activating from a stun or blind. Nemesis is only moving your obsession around for who you need to hit to activate it.
Dark Devotion is a cool idea but it still isn't good enough in my opinion. For having to hit the obsession and let them go to get use of it, the duration needs to be longer. Make it 60 seconds and now we have some potential.

Using is it on stealth killers is counter intuitive.
You use it on killers with 1 shots that can take advantage of getting close to use it. Myers just happens to be both.

I use dark devotion on stealth killers (my pig and Ghostface) and omg it’s amazing. Have scared and pulled people off gens so much more because of it, it’s hilarious.

Ghostface it works well with, haven’t tried it on pig but yes, on killers that can one shot. I don’t see use it on Wraith. But if you think about it. It can work well with non hooking pressure builds also. Thana works well with hitting and running. So no matter what your benefiting from the gut and strut. I even think surge could work on the proper killer with Nemesis/DD/Thana/Surge but you would have to set up the plan and be mindful of where people be hiding

Dark Devotion is good on GF if you use a recharge add-on. You cloak, hit the obsession, get Undetectable for 30s, and your power comes back before the timer is up. You can basically get multiple hits in shroud for free.
