with the right perks or hook distance offerings and you could just hold a game hostage indefinitely if you wanted to, the killer would be unable to hook anyone unless you let them.

Yes, I'm aware. Which is why slugging would be the only thing people could do even if people ran sabo builds, flipflop, mettle, and whatnot. I was agreeing with you and matter of fact it might actually cause killers to just let survivors bleed out instead of dealing with it.
Breakout on its own is already great with no mither sabo as well.

They might just run unbreakable as well, so the first slug they will recover from, and after that all it takes is a survivor tap to pick someone up, so they would have to camp each body individually, and the match would go on for an eternity and just result in pure salt in the post game chat.
Also with tenacity they can move around too, so they have to camp and move and pay attention to directions the crawling person shifts too- lose track for even a moment and baaaack up they go.
Edit: Oh and I almost forgot tenacity + Head On, they will craw to lockers and try and hang out there too, and just like, locker stun you and then pick them up and between all of them running it they can do that endlessly.

Breakout and Boil Over do stack tho, tested it myself and it looked like they stacked.
