It's not Agitation neither an exploit, it's Mad Grit, a perk of The Legion
"While carrying a Survivor, you suffer no cool-down on missed attacks and successfully hitting another Survivor will pause the carried Survivor's wiggle timer for 2/3/4 seconds."

Its a combo many killers use for a basement build. The goal for that is obviously to hook survivors into the basement, so its harder for their teammates to get the safe.
They run
Agitation, Mad Grit, Iron Grasp and often Ruin. Some Leatherface would instead of ruin or Mad Grit use Insidious for camping.
This is kinda popular now especially because of the rift challanges like "Hook 5 Survivor in the basement".

It was a legitimate question based on a simple lack of understanding. None of us began as experts at the game, so trying to put them down for it is beyond unnecessary.
@SambaSaw The first two comments have your answer - while it may appear to be an exploit, it's actually an intended effect of a different perk. It is a legit combo, but it's a fair thing to wonder about. So just ignore any of the later comments by people trying to make you feel bad.

I personally run Weasel instead of Ruin because if Ruin goes early, you are basically going perkless as long as you are not carrying someone. If I'm gonna meme, I'm gonna at least make sure I have one perk that always sticks around.

This shows how much you don't care about new players as well, not everyone has faced Mad Grit and new players don't know that is a perk, so if they see a killer swinging and not having a cooldown on the miss they will think of it as an exploit and not a perk :/

To be fair, the direct implication that someone has done something banworthy can also seen as offensive by another person.
Still I think many things in dbd looking strange for beginners in dbd.
Alone all the aura reading survivor and killer perks... In other games you get such powers only via a really good headset (footsteps hearing and so on), or via cheating^^.

It’s a pretty fun perk called Mad Grit. A lot of people combine it with Iron Grasp and Agitation to make basement builds.
It really sucks that there’s players who expect everyone to know everything about the game at all times. I guess people can’t make mistakes or be new to a game anymore.

mad grit and agitation allow you to swing like a mad man when carrying someone be warned it's pretty terrifying just being chased by that lol

I remember when they first changed Mad Grit and Survivors lost their minds thinking it was an exploit. Post-game chat would be filled with stuff like "enjoy ur ban hacker ;)" lmao. I guess some people are still not aware of what it does.

@SambaSaw I hope it's clear now that this is a perk called Mad Grit and it works as it's designed to, it can be combined comfortably with Agitation and there's no issues in using it. I apologise on behalf of the other users on this forum who were unable to answer your question in a more respectful manner!
