I doubt it very much.

With a single tier 2 Prove Thyself and 2 survivors on a gen, you can basically ignore Ruin already
Dwight's perks definitely need fixes more than Ruin

lets be honest our arguments even if they were backed up with math and hard data wont change their mind. BHVR caters to LOW RANKED survivor playerbase (have a look at how many percentage of players have unlocked the Rank 10 achievement on steam for either killer or survivor and you'll understand) forgetting that in order for the survivors to have any resemblance of gameplay that does not revolve around facecamping or whatnot they need to stop nerfing killers to the ground, its already a nightmare as there's only about 5 killers that are able to deal with red ranked experienced survivors running the same meta build for the last year and abusing infinites and dont get me wrong - tis fun to do so for about a couple of games but after that its just boring to rotflstomp killers really. BHVR is keeping tight to their schedule of buffing survivors and nerfing killers for last 6 months or so - so expect Corrupt Intervention to get eviscerated next (my money is they'll cut the CI time in half).
I mean changing ruin YES PLEASE its boring to see every killer run it (and to run it on 90% of killers yourself) especially with the way hex perks work - but changing it WITHOUT touching gen times? thats just murdering your own game. but hey if their plan for 2020 is to go down in flames of bankruptcy then its a solid plan. high STONKS!

Gens have a diminishing return based on how many people are working on them.
Prove Thyself only removes this DR as long as only two people are working on it, you'll at best spare 4.44 seconds on said gen if both people are starting working at the same time and never leave it.
The amount of time you won from the perk goes even lower with 3 and 4 people working on same gen.
I'll let you draw your own conclusions based of the facts I provided you there.
