Ok, firstly, it really hasn't, no need to fearmonger. There's been a slight drop in positive reviews but looking at both graphs, there really isn't a significant change:
Secondly, I really think this would skirt the edges of what's considered a review bomb.
This has always been a game that's teetering on a positive or negative review. I personally can't see how a new player would get into this game and really enjoy it very much when over two thirds of the content is locked behind paywalls or obscene grinds, and then once unlocked still needs to be grinded for to be accessible. It was daunting when I started 2 years ago, and it only gets worse with every patch.
A significant change like Ruin takes away a lot of what made playing killer fun for players without being constantly stressful, and if it goes through to the main build without any other changes to gen speed it's almost certain there's going to be a large amount of people who either quit or change sides, making the already long survivor queues unbearable for other players.
If I felt like I could no longer play the role I enjoy more without huge degrees of stress, and the ability to play the other side was harmed by changes, then yes, I too would change my review to negative because I would not want someone to look at what I said a year ago and think that it was worth putting money into the game.

I'm not going to lie, as much as I don't agree with the ruin changes (I just don't think it should be a hex perk but it's still viable) that's just petty. Putting negative reviews just because you don't agree with their change is childish.
Even triple A game companies will make changes that the community doesn't like because it's effecting something that made it easier for them. What people don't realize is that there's not a whole lot of people that play Dead by daylight (what I mean is compared to most online games that're PvP it isn't the highest) granted within the last 30 days the count was 44,620 players. Which is good, however what people don't realize who're complaining about the ruin changes is you need a higher volume of players to actually make ranking systems and perks show true potential. Crossplay imo will be good for this to show different skill sets of other people. From my understanding Xbox players completely ignore ruin since they're good at hitting skill checks. And it isn't as if PC players will have a higher advantage since this isn't an FPS.
All in all, I really don't mind the ruin changes. I just kind of wish when the devs change perks (survivor and killer perks alike) that they would have it for the feedback. At the same time, people really shouldn't be hating on devs for it or threatening "we're going to stop playing your game." Instead of posting that, just don't play, take a break.

Just out of curiosity I checked the most recent negative reviews and this isn't even close to a review bomb. There are some people complaining about the ruin changes but there's just as many survivors calling killers op. Not only that but the bulk of the negative reviews are directed towards the devs failing to fix bugs/servers which at this point is fair to say the least.

Steam still displays "very positive" and such and ignores review bombs, but anyone looking into buying the game and actually looks at the reviews sees the banner that says "reviews from X dates are being excluded" and clicks on that to find out why anyway.
