It isn't. It doesn't take a perk to move within the distance to the hook or hide behind a gen, either of which counter both perks2 -

I actually do run this on doc from time to time, mainly because I always run IM on doc, as it synergizes excellently with his power, and some times I really need the extra BP.3 -

By hooking someone, then seeing the aura of someone that hasn't just been hooked and going after them? That's literally not how tunneling works.11 -
