Imho, no. Surge is perfectly fine the way it is now. The only thing I would even think about changing is the basic attack requirement, but we already know that’s not happening.8 -

Power Struggle always had infinite uses and it's intended. My question is how the hell did he get it off twice? I can't even get Power Struggle to work one time.3
