It could've been adjusted in a number of ways if they believed it was too powerful. However, it was assassinated to be hard pushed out of the meta. That's the new philosophy since mid 2022.1 -

Healing getting nerfed is a massive buff for Twins. Not only you can keep them injured, but it takes longer to pick up slugs and you can free up the perk slot from Forced Penance.4 -
