The real problem is ds still active doing gens, unhooking. Remove ds active when survivivor make actions and will be fine.5 -

The real problem with exhaustion perk is recovering for exhaustion when u are injured. Same for gen repair. Be injured need more penalties for survivivors. And make sense for game1 -
