It's been said time and time again that not seeing the killer is a deliberate game mechanic, so no, survivors should not see the killer. Killer is there to counter YOUR setup, not vice versa.2 -

And with both you can still look at scoring events on your right hand side and see when you're in the vicinity of someone. You don't get to pinpoint them but it's usually good enough.4 -
