No one should be allowed to quit a game that can only take 7 minutes to play... or less if you just let them win. There is absolutely no way the DC penalties hurt the game..1 -

If you're getting disconnected from the game that much, then it's time to fix your internet, or stop playing. You're ruining the game for everyone else.6
