It improves the rarity of items, add-ons, and offerings in the bloodweb for each prestige level. The effect is slight, but noticeable when you compare a P3-50 against a P0-50.1 -

Personally, I have a lot of fun against a good nurse, hag, or huntress. A lot more fun than i have playing against loopable killers.14 -

Honestly I think they intended to do "60 seconds", but someone heard "16 seconds" and they just didn't bother to fix it.3
