the power looks kinda weak tbh. Unless he doesn't have a terror radius,and ghost has exposed on the power? that and might be easy to farm bloodpoints with.1 -

That doesn't sound like its intended. Its probably a bug, its supposed to work after the last gens done or when the hatch has been closed.4 -

I am more suprised that it doesn't counter powers tbh. If it could, i could see it being useful against things like nurse/billy's powers.5
