Sadly, that doesn't really matter... cheaters just use whatever perks they want at will in-game. One cheater I saw had Flip Flop in-game but four different perks on the end-screen.1 -

I mean, Killer is pretty dang boring in general, so yes. I would love to see more mechanics added to Killer's base gameplay for sure.1
