It says the entire skill goes on cooldown, which includes the breaking bonus. It even says "during which you lose the increase to the break action speed."1 -

No he didn't. He gave you deep wound with his power. Endurance doesn't do anything if you're in deep wound.1 -

I've also been having really bad stutters on both sides. It's never been this bad before.1
