Actually, it must be cause if the BP price. The devs see a perk and value its tier in 4, 5 or 6 k. Thats the only reason I can think.1 -

It makes no sense that it only works up to 50% of the gen... i think the change you are suggesting is it to have effect up to 100%, right?1
