Ultra rares still keep the characteristics of a Legendary, it changes the character into a new one Ultra Rares are just original characters while Legendaries are the Licenced ones1 -

Myers is very outdated, only fun addons being Scratched Mirror and the Tombstone Hopefully some day he will ge a Buff, October would be the perfect time for it1 -

This could potentially happen again if the other licence holders pull back. But at the moment it's just the Stranger Things licence1
