Neither. I find it funny how no one said anything when survivors were getting nerfed back to back some time ago. There was no mobs or angry howling people.2 -

Yes it is fair. This game is far too momentum based for the neutering of perks like decisive strike and NOED. Though I agree with 3 and 2.1
