Probably because new survivors are really just skins, whereas new killers are unique and different, with their own power and abilities. Also, the Halloween dlc trailer showed both Laurie and Michael.5 -

Yes, there's quite a bit to learn, but it's never too late. It doesn't seem that there will a new game anytime soon.2
