It would be annoying for the survivor who is getting chased I suppose. Imagine you were doing well vs a bubba and someone else pops a gen right before you try to vault and get instadowned.1 -

I think he should be able to break pallets and hit survivor at the same time or multiple survivors at T3 while making sure they don't lose much speed boost while in dropping animation.3
