Surveillance to hear gens at additional 8m (useful for her speed and to prepare a hatchet throw), and gives a bit more information in my opinion than Discordance. Good with PGTW1 -

Along with BP gains, gaining a token also grants a 3/4/5% stackable speed bonus to altruistic actions. Lose all (or a certain amount of) tokens when hooked. Also, remove the cap.3
