No I'm pretty sure they can't give back the ranks you lost. If you care about your rank then you should stop playing until they fix the bug. That's the smart thing to do.1 -

You can't do anything. BHVR doesn't have servers in our region (West Asia) so we've been forced to play with 130+ms always. At least you sometimes get under 100ms :)3
