They actually have explained how their matchmaking works. If you haven't found players in a certain amount of time it expands the search for more ranks, further away players, etc1 -

If your team didn't repair all the generators, and you didn't find the hatch in time, why should you get a free escape? The gates being powered when the hatch is closed and everyone is dead…3 -
