Outpost is actually max points but shows less, after prestige you can build almost double
Sometimes even when my outpost is at 1495/1500 after i leave it it shows only like 300/1500. If I go back in and prestige it, it thinks its only like 300/1615 and lets me build 1200 extra of things. This has happened to 2 out of 5 of my outposts. Sometimes it doesn't happen but I was able to make an outpost 2600/1500 and activate it. I fixed it afterwards though

It only works if you prestige outpost after this bug happens. If you go back into your outpost again it reverts and you have to remove the extra stuff. After the bug shows 300/1500, when you enter the outpost it shows the true amount, 1495/1500 but if u prestige it goes down to 300/1615

I was able to recreate this multiple times I do not know what causes the glitch to show the false limit of 300/1500 in the first place though but it happened in 2 different types of outposts for me,
