Crash when opening Command Center or Chimera Program menus

After redoing the 2nd tutorial raid (I don't know if this issue was there before), I found that I couldn't open the Command Center or Chimera Program. When trying to open either, the game was crashing with a Access Violation Exception.
I suspect that it is linked to these other issues I noticed.
- My HUD says that I am level 1 with 0/0 XP, but my resources are still there.
- All the vendor menus do work, but they are empty.
I also have this information which may help with finding the issue
- I started playing the game on a different computer.
- The ESC menu shows my actual level, and I still have all my unlocked items.
- The Command Center crashes reading 0x0000000000000010, while the Chimera Program crashes reading 0xffffffffffffffe8. This is consistent between all crashes.
