Why Limit Grantable Accolades

I know there was talk about encouraging giving accolades during the game's development, and that makes me wonder why you can only give two accolades to any outpost. I feel like if I encounter a map that was fun, ingenious, brutal and artistic all at once, I should be able to recognize it for all those things. I don't see what harm allowing players to do that could possibly do.

    if i had to guess it's related to how quickly they want people to earn prestiege. but it's not a good reason.
