Love the game, but only having the map be playable after reaching prestige 10 through social isn't good in many players' eyes. As every player can only have 5 activated outposts anyway, I think you could have a map that slowly refilled genmat so you could publish it again and again to come into map rotation.
Other than this I think the game is perfect.
