Revamp build system

I feel like the entire raid and build system could use a revamp. This could just be personal preference, but the way resources work is a little strange. It would be nice if they were two separate things. Different resources for building a base then raiding and maybe limiting outpost number more. This would make it feel more fun and less like you have to raid just to do the base building. Maybe a more dungeon core type system then just build disposable death maze.
