I honestly believe that due to how simple the solution can be, they will make the necessary changes quickly. I'm trying to be optimistic

I mean... PC does have Bill... And legacy skins... And cosmetics that will never make their way to console.

That was for PC players before the first anniversary due to the ridiculous grind on the blood web. The devs have stated that console would not be receiving legacy cosmetics in past dev streams

Server issues are different from certification processes. They will be able to resolve the situation quicker than the Curtain Call release debacle for console.
