What is going on with Balanced Landing?

I'm not usually a fan of this perk because I find it breaks the game on most maps, but due to Hawkins I find it an annoying necessity. Anyway I have discovered a bizarre "exploit" with this perk and I'm not sure if it's from some issues with latency or the physics engine, but it's an actual activatable perk. If you turn your character in certain falls it seems to disrupt the physics and you can actually bait using the perk. I'm going to look at it more and get some footage, but I don't know what's happening. Essentially under certain movement conditions you can "activate" it or not depending on your directional fall momentum. It's hard to say this in words, but if you turn and slow your momentum in a fall it can "glitch" it and either not activate or activate late to bait a killer swing it also acts inversely if you have accelerated momentum from another perk like Resilience and Hope and can activate it in areas where you don't "fall". If it's a gameplay mechanic I am impressed, but if it's a bug I think it needs to be looked at.
