If your messages are set to private on ps4, can you still SEND messages to other players?

And by other players, I mean players not in your friends list.

I would like to know because my messages are set to private (to protect myself) but I like to send nice messages to other players - like encouraging a new Nurse etc. - but are MY messages to OTHER players going into the void because I have it set to where only friends can send messages to me?

I want to be nice to other people, but I don’t want to subject myself to the mean people who send horrible messages.

    Yes, you can still create a group to exchange messages with other people.
