Lore wise why do you think Benedict hasn’t experimented on licensed characters

pig: it was much smarter and strategist not to be injected, besides Benedict surely did not want to deal with the jigsaw traps.
the shape: michael is one of the stealthiest killers, so Benedict may never have been able to find it or it was so many times that michael killed him that baker gave up.
leatherface: possibly bubba is more fierce than hillbilly, maybe he defended himself very well against Benedict with his chainsaw.
ghostface: maybe ghosty was not a priority for baker.
the nightmare: Freddy is a very torturous killer, maybe every time Baker wanted to inject him, Freddy tortured him for days, until Baker changed his mind.
the demogorgon: this dimensional creature has no eyes, its own echolocation helps you track baker better, in addition to your skin must be very thick so no syringe can be injected. did you like my theories?

Pig is basically a normal human so there's not much point, plus she would be hard to disarm with her weapon strapped to her arm.
Michael is certainly stealthy and could probably evade an active search for subjects, but he's also one of the most lethal, and not physically unique, so probably not worth the trouble.
Leatherface would not be a good test subject simply because he would never calm down, and who would want to get close while he's scared or mad.
Ghostface could easily evade an active search, and he's a regular human so not terribly interesting. However, since the liscence is for the mask and not the character, we could see a blighted Ghostface in the future.
Demogorgon is probably too unique, not being human it would be totally unpredictable. Also, it would ALWAYS be dangerous, it's hands and head are lethal weapons and who knows what kind of interdimensional tomfoolery it can do (you might, but I haven't watched Stranger Things)
Also, I think most of the community, myself included, doesn't think Benedict did the blight experiments, but that's a valid opinion to have.

It was said that between trials each killer is hold in a "dimensional pocket". It could be that licensed killers, being from different universes, must be kept in special pockets inaccessible from someone from a different one.

Too add on to your Demogorgon point specifically, from a lore point we saw what happened to Evan when injected. The guy was able to tear walls down, now take a monster who can probably already do that and give it super steroids and that is a recipe for pure destruction. Also @Walker_of_the_fog_96, I believe you're also correct with the skin thickness because in the show, it was being shot point blank and not giving a ounce of care.

Well, in a way, if you have noticed, the licensed killers weren't tortured/forced to do the Entity's will, they accepted because they like to kill or because it fits their philosophy ( Amanda ).

Because you need an official entity license for this type of stuff duh! He only had a level 1 license you need a level 2 to experiment on licensed killers :P

In a nutshell, Amanda ( and some other characters working for Jigsaw ), were wearing that mask when kidnapping somebody to put them in a game. It has something to do with the fact that Jigsaw's child was supposed to be born on a Pig year, but was lost because of a junkie #########. There's more to it, i recommend you watch the movies.

It was less than she was being punished more that The Entity gave her something that would be more recognisable to her.
In her when she woke up in the entity's world she was already in the pig costume.
Before she doubled down and deluded herself into thinking it was John's plan on all along she was actually lamenting being back in the costume and wearing the pig mask.
Licensed Killers with the exception of Bubba, Amanda and Demi Logorgon are crazed Killers.
Freddy and ghostface are sadistic as hell
Michael is just evil
Bubba is doing it out of fear of the entity
Amanda deluded herself into thinking what she was doing was right even though she doesn't exactly seem to enjoy the act of killing.
Demi Logorgon is literally just following its Animal Instincts and doesn't seem to see the survivors as anything other than prey

To be honest, I think ghostface is the killer with the highest chances of getting a blight skin, since his creator is supporting soo much him in game

If we're going on her movie logic.
She felt like if she couldn't change due to the fact that she went from drug addiction to self harm that no one could change hence why she didn't actually test them she just killed them.
The only person she remotely enjoyed or felt like they deserved it was Eric Matthews and she didn't even kill him she just left him for dead
