DBD "operation health"

What do you guys think about BHVR releasing a chapter where they focus solely on fixing bugs and tweaking the weak killers like legion and doctor instead of releasing a new one ?
Rainbow six did this and imo it worked out really well.

the big reason it was a failure was because the dev's didnt communicate well , plus they scrapped the next season of operators right before they released. I really just meant the ideal of taking time to just fix the game before releasing another killer or map.
